No. You can receive daily, if you are not in mortal sin. Confession is required only once a year, even if you do not have to confess mortal sin.
My experience is that Catholics must go to confession regularly, perhaps every 3-4 months. However, if the person feels s / he has committed a great sin, and then s / is expected to go to confession before communion.

You do not have to go to confession if you did not commit a mortal sin ed as such. Even with a mortal sin, you can go if there is no confessions through a spell and say an act of perfect contrition for forgiveness. I was in that situation a couple of times (and wenching party), but he asked the priest before the hand and said it was fine.
That said, there are many shades of gray in the church when deciding how and when it is a grave sin it would probably have been other priests who have told me not to go. Things being married civilly pending revocation or masturbation and birth control command a lot of different views of the Church authorities so there are times, especially when you can not come to confession to be followed their own conscience.
One last thing. When Christ is mentioned about being responsible if you receive unworthly he has been debated through the centuries. In fact, when you read the consequences, there is a day in my life when I was worthy to receive it. There are theologians who say that what "unworthly" meant that it was holy communion and should take very reverantly so his service in a solemn mass, not in the mall, at a rock concert ot the elephant rider . He debated with the priests before and for me it's a point to ponder.

How bad is it depends on the specific parish. The very strict adherence to rules that say it's wrong. A more progressive church say they are likely to go to confession, but no big deal.

Edit: Actually, the rule is valid for what you need to receive communion at least once a year (and during the Easter season). Not to confess at least once a year. However, most of the priests will probably confess at least once a year anyway, even if it has not committed a mortal sin.
If I were U, I worry about what God thinks according to Scripture, not what the Catholic Church Dogma dictates!

My question to the U is "Why did U try to 'cheat' on U 'Relationship" with God "to defend A-Confessed Sin in Ur life? If the bottom right is derived from a question of doubt that Ur U can not have confessed all the sins of Ur, or have not remembered them all, then U have not been taught the truth by the Catholic church!
