First, the bishops were 7 early Christian history, it does not fit with 12 apostles.
James the Just (also called Saint James the brother of our Lord) was the Bishop of Jerusalem, but it is not an apostle.
Paul was an Apostle, but never a bishop, all the same with Peter and other apostles.
The apostles of the history of his authority disappeared, taking with them.

You're right. While I know many people will tell you that is wrong. If the Apostles were the first Catholic bishops, in spite of the new Catholic church was not called at that exact moment.
