Most of the changes that you see running rampant throughout the bodies of today are not even allowed (or is allowed only in extreme circumstances) by Vatican II. It was not so much the Vatican Council II, but the "spirit of Vatican II" which has resulted in so many liturgical abuses.   I recommend you read on the subject.
