What they are saying is that when you have homosexual tendencies, is not a sin in itself if you are born that way, but sin is to act on the calls, saying that all heterosexual sex outside of marriage including the traditional man and woman is sinful.   That said, Catholics in the civil and political matters have not been as vocal as other Christian denominations and keep the Anglican churches. You should note that the first three of the four countries that have same-sex legal unions, Canada, Spain and Belgium have majority Roman Catholic population.
