While I agree with you that every believer has the power through his belief in God, I do not agree with his assessment of history.
I have always understood that this is a caution against invoking the name of Christ or the Apostles, without believing in its message. That was the mistake, these men made. They thought it was some kind of "magic spell" or something that nobody could do it by saying the words.
If you tried to perform an exorcism rite, without believing in it, will fail, regardless of its name to invoke.

The church does not perform exorcisms more. I have no idea where you're getting information from "many" have not been implemented as a whole in a very, very long time.

Catholic priests are too few to perform exorcisms.
Catholics have been casting out demons from Jesus and the Apostles did.
Modern psychology says that most people who had demons cast out of them were probably miraculously cured from schizophrenia and other mental illnesses. But its still healing miracles.
The Church has guidelines in place should be very careful to exhaust the psychological options before calling in an exorcist.
The Catholic Church believes that real demonic possessions are rare, but possible, so to keep a few exorcists around just in case.

No. Only the power of God working through clerics validly ordered, you can perform exorcisms.

The power and authority in the name of Jesus alone and know the demons, arc and / or flee. We have the same power and authority, if they repent and become endowed with the Holy Spirit, the spirit of the Lord Jesus Christ.

I had never heard of the practice outside of the movie The Exorcist. And I was a Catholic as a child. Therefore, I am not so sure it's common.
Baptists to do it I've heard.
