I think the real question is …….. Does the Vatican have that much free time these days I can not think of anything better to do than write a series of warrants for people who drive cars?

Oh, please … It's just a town GUIDE. I've seen "The 10 commandments of" at least a dozen things. The form is just a simple list that catches the attention of people. And that does not mean that all Catholics are ragers road - only means that this particular office, decided that this would be a nice reminder to people … or maybe he was bored, do not know.
Nobody said it was the law of God … humanity is trying to make sense of the law of God in the 21st century. In addition, it comes down to "love one another", right? What's wrong with living the commandment of Jesus???

We are all human, that we address the issues that affect us all is a tribute to our commitment to live a better life.
We have tried to sweep problems under the rug, it's a bad idea.
It is the only work of the Church to take us to heaven, this is an example of the Church, doing their job.

You know, I liked the last pope better. However, like most things (most not all) in Catholicism, which is the heart in the right place. BTW, I'm not the inference you made the same article. It's more of an OH & S thingy.

That's not really a fair statement of the Catholics, because who can prove they have an easy time controlling his own anger once it gets rabies, just look at the war. The effect of rabies!
